On June 24, Venezuela faced an unprecedented tragedy. Today, the impact reaches far beyond the initial rescue: hundreds of people face crush amputations, spinal cord injuries and severe traumatic brain injuries that demand immediate care.
In response to this emergency, the CIREC Foundation has joined with the Juan Pablo Dos Santos Foundation and the Children's Orthopedic Hospital Foundation of Venezuela to jointly launch the “Humanitarian Fund 77”. Our goal is not only to provide prosthetics, but to build a model of aid that is sustainable over time. We are committed to performing orthopedic stump-remodeling surgeries, comprehensive rehabilitation, and the fitting and delivery of specialized prosthetics, orthotics and wheelchairs, ensuring continuous follow-up so that those in need can rebuild their future and keep their independence.
The CIREC Foundation opens this fund with a seed contribution of $277,000 dollars, equivalent to 1 billion Colombian pesos to help as many people as possible with amputations, spinal cord injuries and severe traumatic brain injuries.
This first financial effort, drawn from the surplus of the CIREC Foundation, makes it possible to meet partially the needs of the population in Venezuela affected by the two earthquakes.

Who is driving this cause?
The CIREC Foundation is a Colombian non-profit scientific organization with 50 years of experience in the comprehensive habilitation and rehabilitation of people with physical disabilities, victims of the armed conflict and their families. Having responded to humanitarian emergencies such as Armero and the Armenia earthquake, it now leads the Humanitarian Fund 77 to put its medical, technical and human expertise at the service of Venezuela and support those who need to regain mobility, independence and hope.
The Juan Pablo Dos Santos Foundation of Venezuela was born from the inspiring story of its founder, whose life changed drastically after an accident that led to the amputation of both legs. After facing the challenges of this new reality, and thanks to the generosity of an anonymous donor who made his prosthetics possible, Juan Pablo regained his mobility. Convinced that no one should face these limitations without the necessary resources, he decided to create this organization to provide comprehensive support to people with physical disabilities.
The Children's Orthopedic Hospital Foundation of Venezuela is a non-profit institution and a national leader in orthopedics and rehabilitation, with more than 80 years of service to the Venezuelan people. Within the framework of the Humanitarian Fund 77, its experience, infrastructure and human talent will be essential to strengthen care for those affected by the earthquake, helping to expand response capacity and leave lasting capabilities beyond the emergency.
How can I be part of this Social Impact Initiative?
The scale of this emergency demands a collective effort. The CIREC Foundation provides the seed capital to begin this mission, and now we want to multiply it sevenfold with the support of citizens, companies, organizations and international partners.
Our goal is to raise $2 million dollars, equivalent to 7 billion Colombian pesos, to perform orthopedic stump-remodeling surgeries; provide comprehensive rehabilitation, prosthetics, orthotics and assistive devices to as many people with physical disabilities affected by the earthquakes as possible; and strengthen the capacity of the Children's Orthopedic Hospital of Venezuela.
Project Objectives
1. Serve the population with disabilities affected by the two earthquakes on a large scale, with: in-hospital care, stump-remodeling surgeries, and the fitting and delivery of assistive devices.
2. Transfer from CIREC scientific, therapeutic and technical knowledge for high-complexity care.
3. Achieve the great goal of creating a High-Complexity Rehabilitation Center for beneficiaries with physical disabilities.

Why is it called Humanitarian Fund 77: Faith Without Borders?
In faith, the number 7 represents fullness and purpose; and in the Bible, “seventy times seven” speaks of a mercy that never runs out. That is why 77 symbolizes for us a hope that must multiply and cross borders to sustain thousands of lives.
How much does a custom assistive device cost?
The cost of prosthetics, orthotics and wheelchairs is not standard, as it depends on the clinical condition, the level of amputation and each patient's needs. In Venezuela, a prosthetic can cost roughly between USD 5,000 and USD 30,000, while a specialized, custom-made manual wheelchair can range between USD 2,500 and USD 12,000. The CIREC Foundation's goal is to help lower these costs and improve access to rehabilitation and assistive devices.
What is the total cost of caring for one beneficiary?
The cost will depend on each patient's needs and the clinical pathway required. Some cases will need orthopedic stump-remodeling surgery at the Children's Orthopedic Hospital of Venezuela before fitting begins. Care may also include pre-prosthetic rehabilitation, psychological support, device production, training and delivery of the prosthetic, orthotic, wheelchair or other mobility aid.
How long will it take for resources to reach beneficiaries and for their rehabilitation to begin?
It is important to note that this process does not replace emergency care. Rehabilitation comes afterward, once the patient is stable and their body is ready to move forward. Today there are still people in the ICU or recovering in hospitals in Venezuela, and each one must complete their healing process before starting, which makes a specific start time hard to pin down. After leaving the hospital comes pre-prosthetic rehabilitation, psychological support, device fabrication, training and delivery of the prosthetic, orthotic, wheelchair or other mobility aid. What we can confirm is that a comprehensive rehabilitation process takes approximately 2 to 6 months, depending on each patient's clinical and therapeutic progress.
How will the funds raised be invested?
- Orthopedic stump-remodeling surgeries in cases that require correction or specialized management to move toward proper prosthetic fitting.
- Purchase of components to build specialized prosthetics, orthotics and wheelchairs.
- Acquisition of technology to strengthen and modernize the production of prosthetics and orthotics.
Who will manage the funds, and how do I know my money reaches the cause?
The CIREC Foundation will be responsible for receiving, managing and executing the funds raised, ensuring that every contribution goes toward caring for beneficiaries. CIREC has experience in international cooperation projects and has worked with partners such as the INL American Embassy, World Vision, Humanity & Inclusion, HALO Trust, COSUDE, UNMAS, ICRC, the Colombian Red Cross, the Order of Malta, among others.
How can I request my donation certificate?
Donations in Colombia:
Donation certificates are issued in bulk once a year and can be downloaded from the CIREC website using the primary donor's ID number.
